Establishing a Technical Foundation for Long‑Term Transit Facility Planning

AHBL provided civil engineering and land surveying services for Ben Franklin Transit’s Maintenance, Operations, and Administration (MOA) facilities in Richland and Kennewick. The work focused on evaluating existing conditions and establishing a strong technical foundation to support long-term planning and facility improvements. AHBL’s land surveying team completed boundary, title, and phased topographic surveys across the 15 acre MOA site, documenting utilities, infrastructure, and key site features.

This horizontal and vertical control informed site feasibility and conceptual planning efforts. Building on this information, AHBL’s civil engineers evaluated grading, drainage, utilities, access, and regulatory constraints. The team developed conceptual site layouts, assessed permitting and infrastructure needs, analyzed vehicle turning movements, and prepared opinions of probable cost to support informed decision-making.
