Sprague Avenue Corridor Revitalization
The City of Spokane Valley (COSV) partnered with AHBL to transform Sprague Avenue from University Road to Herald Road, enhancing both roadway infrastructure and stormwater management. This forward-thinking project reclaims travel lanes, integrating stormwater treatment for 106K SF of Pollution Generating Impervious Surface (PGIS) while introducing sustainable landscape features. Key improvements include the reduction of travel lanes from five to three, optimizing space for efficiency and safety. A pedestrian hybrid beacon now provides a safe crossing between City Hall and Balfour Park, enriching community connectivity. The revitalized 2,000 LF of roadway features updated curb lines, beautifully landscaped stormwater management swales, overflow conveyance systems, and enhanced transit facilities.
AHBL collaborated closely with City Stormwater staff, leveraging the UIC Well Assessment and Retrofit Plan to evaluate water quality BMPs. This plan incorporates a financial criteria system to prioritize stormwater management improvements, ensuring cost-effective solutions that maximize environmental benefits. The team strategically addressed stormwater runoff before entering an existing UIC. This transformation not only upgrades essential infrastructure but also prioritizes environmental responsibility, pedestrian safety, and overall urban vitality.
