Partnering to create Tacoma’s new mixed‑income housing community

AHBL is partnering with Tacoma Housing Authority, Mercy Housing, Mithun, and Walsh Construction to redevelop James Center North into Aviva Crossing—a 7-acre, mixed-income housing community. Since 2017, the team has navigated complex land ownership, securing over 40 titles and finalizing a binding site plan in 2024. The project includes phased utility relocation to maintain service during construction, with Phase I addressing power, water, and gas, and Phase II—currently underway—focused on stormwater and sewer systems.

To support long-term sustainability, AHBL developed a sitewide stormwater flow control master plan featuring an underground detention system topped with a future public park. The design includes infiltration vaults, mechanical bio pods, and a natural rain garden to meet Evergreen Sustainable Development Standard (ESDS) requirements. ADA-accessible routes are integrated throughout the site, ensuring inclusive access to future buildings, courtyards, and the waterway.
