Analyzed four alternative urban growth areas and land use scenarios for the integrated EIS

Developed a preferred land use alternative

The Plan is a long-range policy document that describes the vision and goals for Port Orchard's Urban Growth Area (UGA).

The major objectives of the Plan are to: 1) Accommodate an appropriate share of urban growth; 2) Preserve open spaces and habitat areas; 3) Provide employment opportunities in proximity to new housing, and 4) Provide adequate public facilities and services.

AHBL worked with City and County staff and the consultant team to develop and analyze four alternative urban growth areas and land use scenarios for the integrated EIS. The four alternatives were evaluated for consistency with City, County, and State plans and policies. Through the process of analyzing the four alternatives, and with additional public input, AHBL worked with the County and the City to develop a preferred land use alternative, which includes the sub-area's goals and policies, proposed strategies, and mitigation measures. The AHBL team prepared a preliminary final plan and preliminary FEIS for consideration by the City and County. Portions of the document will be incorporated into the 10-year update of the Kitsap County Comprehensive Plan.
